Sponsorship program

For those that still have pity for these people and believe they are "just hardworking people looking for a better life." Maybe after America cleans house you can put your money where your mouth is!

I propose after illegals are deported back to their homelands, America's unemployment rate is back within normal percentages and states are able to balance budgets without our schools, fire and police being laid off, we start a sponsorship program.

A sponsor would sign up to sponsor a couple or a family (up to 4 children) that wishes to be American citizens. The sponsor would be completely responsible; physically and financially for his/her "guests."

Sponsors will/must:

1) be homeowners and have their guests living with them at all times.

2) paperwork to become legal citizens must be filed for each family member within 4 weeks.

3) if any guests want to work a work visa must be applied for BEFORE they start working. If the visa expires before guest becomes legal citizen, the sponsor will pay a fine not to exceed $5000.

4) the sponsor must teach all guests English or pay for All of them to learn it within reasonable timeframe, not to exceed 10 months.

5) All healthcare costs are the responsibility of the sponsor. Emergency rooms are for Emergencies only!

6) Guests will not be allowed to drive (if they do drive it is at the risk of the sponsor and must be listed on their private insurance).

7) Any guest children must attend a private school at the sponsor's expense.

8) Nobody in the sponsor’s home will be eligible for ANY government assistance programs (that includes sponsors themselves).

9) If any guest commits a crime (petty or misdemeanor) it is the sponsors responsibility to pay all fines, court costs and any other costs to the state to house/feed and care for guest in jail.

10) If a guest commits a felony all expenses fall on the sponsor (see above) and the other guests are deported with no possibility of enrolling in sponsorship program again. The Sponsors are responsible for costs for the entire length of jail/prison time for the felon (who will still serve time for the crime). The sponsor is no longer allowed to participate in the sponsorship program.

11) The sponsor is no longer responsible only after ALL guests have become legal citizens.

Arizona Immigration Law 1070.... why we NEED this law

Why am I so passionate about this issue? I am a native Arizonan and have watched this mess for over 3 decades. This is not a new problem, nor is it something we have been silent about. The federal government has been informed and asked for help several times! To no avail. The state of Arizona has even sent the feds a bill for millions and then again for a billion dollars to cover our costs of housing illegal criminals. Still no help.

Let’s start with reading the bill itself, I am amazed at how many people haven’t even read it before they start passing judgment. This is the part that most critics have issues with:

ARTICLE 8. ENFORCEMENT OF IMMIGRATION LAWS
11-1051. Cooperation and assistance in enforcement of immigration laws; indemnification

B. FOR ANY LAWFUL CONTACT* MADE BY A LAW ENFORCEMENT OFFICIAL OR A LAW ENFORCEMENT AGENCY OF THIS STATE OR A LAW ENFORCEMENT OFFICIAL OR A LAW ENFORCEMENT AGENCY OF A COUNTY, CITY, TOWN OR OTHER POLITICAL SUBDIVISION OF THIS STATE WHERE REASONABLE SUSPICION EXISTS THAT THE PERSON IS AN ALIEN WHO IS UNLAWFULLY PRESENT IN THE UNITED STATES, A REASONABLE ATTEMPT SHALL BE MADE, WHEN PRACTICABLE, TO DETERMINE THE IMMIGRATION STATUS OF THE PERSON, EXCEPT IF THE DETERMINATION MAY HINDER OR OBSTRUCT AN INVESTIGATION. ANY PERSON WHO IS ARRESTED SHALL HAVE THE PERSON'S IMMIGRATION STATUS DETERMINED BEFORE THE PERSON IS RELEASED. THE PERSON'S IMMIGRATION STATUS SHALL BE VERIFIED WITH THE FEDERAL GOVERNMENT PURSUANT TO 8 UNITED STATES CODE SECTION 1373(C). A LAW ENFORCEMENT OFFICIAL OR AGENCY OF THIS STATE OR A COUNTY, CITY, TOWN OR OTHER POLITICAL SUBDIVISION OF THIS STATE MAY NOT SOLELY* CONSIDER RACE, COLOR OR NATIONAL ORIGIN IN IMPLEMENTING THE REQUIREMENTS OF THIS SUBSECTION EXCEPT TO THE EXTENT PERMITTED BY THE UNITED STATES OR ARIZONA CONSTITUTION. A PERSON IS PRESUMED TO NOT BE AN ALIEN WHO IS UNLAWFULLY PRESENT IN THE UNITED STATES IF THE PERSON PROVIDES TO THE LAW ENFORCEMENT OFFICER OR AGENCY ANY OF THE FOLLOWING:

1. A VALID ARIZONA DRIVER LICENSE.
2. A VALID ARIZONA NONOPERATING IDENTIFICATION LICENSE.
3. A VALID TRIBAL ENROLLMENT CARD OR OTHER FORM OF TRIBAL IDENTIFICATION.
4. IF THE ENTITY REQUIRES PROOF OF LEGAL PRESENCE IN THE UNITED STATES BEFORE ISSUANCE, ANY VALID UNITED STATES FEDERAL, STATE OR LOCAL GOVERNMENT ISSUED IDENTIFICATION.

C. IF AN ALIEN WHO IS UNLAWFULLY PRESENT IN THE UNITED STATES IS CONVICTED OF A VIOLATION OF STATE OR LOCAL LAW, ON DISCHARGE FROM IMPRISONMENT OR ON THE ASSESSMENT OF ANY MONETARY OBLIGATION THAT IS IMPOSED, THE UNITED STATES IMMIGRATION AND CUSTOMS ENFORCEMENT OR THE UNITED STATES CUSTOMS AND BORDER PROTECTION SHALL BE IMMEDIATELY NOTIFIED.

Full Bill*: http://www.azleg.gov/legtext/49leg/2r/bills/sb1070s.pdf
*Please note that Arizona has changed some of the language to make it more acceptable to the opposition (not that it will make any difference) and to help it stand up in court. Known changes are marked with *.

So did you see it? You know where we are going to pull over everybody that looks foreign and ask them to prove themselves? Yeah, neither did I. Racial Profiling is illegal and has been for some time now.

Racial profiling….do people honestly think that after all of this hype Arizona can afford to not implement this law with the utmost care? Do they think our police, sheriffs and other law enforcement aren’t capable of doing their jobs without basing things on race, gender, religion and sexuality? They are trained and have been doing their job just fine for quite awhile. A single law doesn’t turn them all into racist idiots!

What might be reasonable suspicion? Well coming up to a car during a traffic stop to find it isn’t just the driver, but there are 8 other people crouched down in the car, two more in the trunk and even one in the dashboard (don’t laugh it has happened)! Yeah a bit suspicious. http://www.snopes.com/photos/automobiles/dashboard.asp

The media LOVES stories like this! Someone pulled the race card, which gets people emotional and they can ride this story out for weeks and months on end. Emotion makes for great TV! Stop buying into it! Educate yourself about the need for this law. I assure you it has NOTHING to do with race or color, any race or color. Well, unless there is a new race called lawbreakers/criminals, then yes we aren’t big fans.

The Media is also spoon feeding people only what they want them to see. For instance, the “small riot” in Arizona in which officers had to lead someone with an opposing view away, the news showed you this http://www.youtube.com/watch?v=lgZDYNQEwlM&feature=related
But, this is the number of actual people that participated
http://www.youtube.com/watch?v=3c6KB_hwzf4&feature=related
Be aware of these media tricks!
Laws are Laws and Illegal is Illegal! If you get past the racial profiling nonsense, their next argument is … well…um some legal immigrants/Americans might be asked for ID. SOOOO???? The law states that you have already done something to get the attention of law enforcement like breaking a traffic law. The officer is going to ask for your Driver’s License, vehicle registration and proof of insurance. The officer is then going to check to see if you have broken any other laws (i.e. have warrants out). If everything comes back just fine, I doubt there would be any reason to suspect you are illegal. Even if the officer did ask, how hard is it to pull out a green card (which is a federal law to carry at all times! http://www.uscis.gov/portal/site/uscis/menuitem.eb1d4c2a3e5b9ac89243c6a7543f6d1a/?vgnextoid=f1903a4107083210VgnVCM100000082ca60aRCRD&vgnextchannel=f1903a4107083210VgnVCM100000082ca60aRCRD)
or other ID?? Are people that ashamed of being an American that they can’t show someone that they are here legally and proudly? I would think most legal immigrants would be especially proud. They earned it and went through the steps to become part of America! If you aren’t proud then why did you come here in the first place??
After those opposing arguments…nothing. Unless you have a hidden agenda like waiting for the Feds to give Amnesty, then yeah, this law could really mess things up. By the way, in 1986 when there were talks of Amnesty illegal immigration rose 1000%!! That would be a huge flood and our country can’t afford it!
Most of these protesters don’t speak any English, haven’t read the bill, have no idea what their sign says and are just following orders from pro-amnesty groups.
See here: http://www.youtube.com/watch?v=_DPhAk9HIdU

This law was passed for a few reasons.
1) It is a deterrent for any more to come and a message to those here that we are not going to tolerate blatant disregard for the law.
2) It sends a message to our “representatives” in Washington, Helloooo?? Can you hear us now? If you won’t do your job, I guess it is up to the states to take care of business for our citizens.
3) Then deportation of illegals that for some reason still think they can be here.

Try balancing a budget with over 490,000 illegal immigrants. WE can no longer cover costs associated with illegals! The taxpayers should be assured that our money is going to help our state and legal residents! Arizona was in the red this year, as were many. California is pretty much broke and much has to do with illegal immigration.

The Arizona law is unconstitutional. Really? Let’s take a look.
I am not a lawyer or an expert by any means, but from the looks of it, Article 4 of the Constitution sums it up pretty well.

Article IV - The States
Section 1 - Each State to Honor all others
Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Section 4 - Republican government
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.
http://www.usconstitution.net/const.html#Article4

As far as I can tell….California and any other state wanting to boycott Arizona over this law is in violation of Article 4 section 1. Maybe my interpretation is off.

Article 4 section 4 - Arizona has a right to protect itself because the federal government is no longer following the constitutional obligation to protect the states from invasion and domestic violence!! Make no mistake this is an invasion!

Illegal Immigration affects MANY aspects of our state. This would be difficult to put in order of importance, so I won’t try too hard.

Jobs – 7 million American’s are out of work, but we have an estimated 12 million+ illegals in America, many taking the jobs from these unemployed and frantically looking American’s. Illegals do the jobs that nobody else will do. Bull!! Since when is construction, plumbing, Air conditioning/heating etc. jobs that American’s WON’T do!! Don’t believe it for a second!

Safety – Drug traffic and illegals that are prepared to shoot anyone that tries to stop them. Arizona has several drug corridors that have military like styles for moving drugs into the country using large amounts of automatic weapons.

http://washingtoninstitute.org/opedsPDFs/4bbcba42e5c8a.pdf

Kidnappings - Arizona is also the kidnapping Capital of the U.S. and second for the WORLD. Why? The coyotes and human smugglers bring illegals in to our state and then hold them for ransom demanding more money from their family members. Drop houses are discovered almost weekly in the Phoenix area!! The flow of Illegal Immigrants and Coyotes needs to stop, for their own safety too!

Terrorists – Have we already forgotten that one of the pilots, Hani Hanjour, from the 9-11 attack came through the Arizona/Mexican border and trained in AZ! His Visa expired, yet he failed to go back to his country, like many immigrants with visas. Our unsecured borders leave ALL of America at risk from terrorist attacks from ANY country.

Info: http://www.usillegalaliens.com/impacts_of_illegal_immigration_terrorism.html

Gangs – Gangs are everywhere and we have our share in Arizona as well. Many are affiliated with California gangs and many of the names are Latino based.

Crime rate – Our Governor said that 83% of illegals had a criminal record with an average of 13 offenses per person! Sheriff Joe Arpaio said there are 38,000 illegals in our jails with 100 of them charged with murder!
In the past few years, 80% of all police fatalities and injuries have been at the hands of illegal immigrants. 35% of our federal prisoners and 20% of Arizona's are illegal immigrants who broke into our country and committed other crimes.

“About 45 percent of all offenses were drug or immigration offenses. About 15 percent were property-related offenses such as burglary, larceny-theft, motor vehicle theft, and property damage. About 12 percent were for violent offenses such as murder, robbery, assault, and sex-related crimes.

The balance was for such offenses as traffic violations, including driving under the influence; fraud — including forgery and counterfeiting; weapons violations; and obstruction of justice.

Eighty percent of all arrests occurred in three states — California, Texas, and Arizona. Specifically, about 58 percent of all arrests occurred in California, 14 percent in Texas, and 8 percent in Arizona.”

Used resources – About half a million illegals (yes, 490,000) are in Arizona alone. This is a HUGE strain on our resources. Electricity (our rates go up and up), water (we live in a desert, this is a HUGE problem), gas (we all know how crazy these prices are), traffic and pollution, trash etc, etc. Nobody seems to want to talk about this very obvious issue!

Schools – Our schools suffer. The amount of students per class has steadily increased. In June 2010, Arizona will be voting on adding a 1 cent per dollar tax to help our schools! Teachers spend extra time with children that don’t speak English. An estimated $12 billion is spent each year. In 2006 - 34% plus of Arizona students in grades 1-12 are illegal aliens and 24% plus are non-English speaking. The stats are worse now! Many illegal immigrants have four or more kids as well.

Cost of services – Although Arizona has passed legislation to limit availability to illegal immigrants, it continues. Welfare, reduced lunch programs and the endless amount of extra paper and ink it takes to print EVERYTHING in Spanish. Every government paper including our ballots are in Spanish. Why? English has been deemed the official Language of the USA and Arizona. Why should they bother learning English when all they need is in their native language? Why is America catering to just the Latino immigrants anyway?

Info: http://www.cis.org/articles/2004/fiscalrelease.html

Court system – The feds in Tucson are processing approximately 70 illegal immigrants per day. These are the ones that had to be handed over to ICE. Just those coming to our country backs up our court system, but then you have to add in the fact that 83% have other criminal violations and 13 on average per illegal!! That is a HUGE problem for our justice system and costs taxpayers millions too!!

Healthcare costs- Have you been to an Arizona hospital Emergency Room recently? It is an average wait time of 3.5 hours! Unless you come in with a gun shot wound, you better prepare to camp out. Many immigrants don’t have healthcare coverage and a doctor’s office would require payment, so even the slightest sneeze and they go to the ER, which can’t deny treatment. They still can’t pay, so the hospital then has to pass the loss to paying patients! Our healthcare bills are astronomical and this is a big part of it! Let’s not forget that many have 4 or more kids to care for.

http://www.wnd.com/index.php?fa=PAGE.view&pageId=86243

ID theft – Arizona is among the leaders of ID theft! Why? How else are illegal immigrants going to get the jobs? And nobody is safe!

Littering – On the way through our deserts they continue to break the law, leaving trash, clothing, bags, etc. in our national desert parks. I suppose if you have already broken one law, why bother with the rest?

Insurance, DUI and auto accidents- If you are hit by in illegal immigrant, they don’t often stick around and if they do, the probability of them having any insurance is slim. “The recently released study, Uninsured Motorists, 2006 Edition, examines trends from 1999 to 2004 in the percentage of uninsured drivers by state. In 2004, the five states with the highest uninsured driver estimates were Mississippi (26 percent), Alabama (25 percent), California (25 percent), New Mexico (24 percent), and Arizona (22 percent).” Again, who do you think is going to be picking up the bill in the end? The paying customers in the state. Auto insurance rates are high in Arizona!

I ran an animal rescue in Arizona for four years. I believe this is also an issue that may be affected by the illegal immigrant population:

Animal Issues – This is an aspect that nobody really looks at and it certainly didn’t play a role in the immigration law, but it is something to think about. Other countries don’t view dogs and cats the same way most Americans do. Abuse, neglect, fighting rings and overpopulation can be the consequences. Low income families don’t always have the means necessary to spay/neuter pets and provide them adequate food and care.

Info: http://www.pet-abuse.com/cases/9346/OK/US/

Assimilation is part of immigration, yet more and more immigrants don’t seem to find it necessary. A big part of assimilation is learning the countries language, but many illegal immigrants don’t even bother. Maybe it is because our government is printing so many things in other languages. The cost of paper and ink to print everything in two languages is ridiculous. My son brings papers home from school and you guessed it, one side English the other side Spanish. Another fun waste of taxpayers’ money to make sure that our invaders are comfortable!

The following are experiences from people that I know...

My Mother and Grandmother both worked for the county hospital about 20 years ago. They have first had knowledge about the amount of money that illegal immigrants rack up in hospitals and never pay. My grandmother was in the billing department and says that other area hospitals would often tell the ambulance drivers to take them to county because they didn’t want to be stuck with the bill, after a patient died in transport a law was made that they had to stabilize an emergency patient before they could transfer them to county.

My neighbor was a sub-contractor for ICE and flew illegal immigrants back to their country of origin (deported). The 737 plane (held approx. 110 passengers) flew from Phoenix to Sacramento and Seattle for illegal immigrant pick ups and then to El Paso to drop off any Mexicans to go via bus back to Mexico. The plane then flew to Honduras, El Salvador and Guatemala to deliver immigrants. These were often violent rides and he was involved in “many fights even when they were cuffed and shackled.” He also flew one flight into Mexico City to deliver the particularly dangerous ones. He said he flew the same people home several times. Many were back within 2-3 weeks.

The following are a couple of my own personal experiences just in my neighborhood. Living in a fairly rural town about 45 minutes SE of Phoenix, we have our share of illegal immigrants as well. No, I don’t believe that every illegal immigrant is like this, but these are glimpses at the lack of respect for basic laws that some seem to have and apparently teach their kids.

A couple of years after we moved here a home was put on the property next door and a gentleman moved in. He was nice enough, owned a roofing business and his English was broken, but he was trying. We talked a few times and didn’t have many problems with him or his crew that was in and out a few times a week. Then two old RVs were placed on the property too, with numerous people living in them. About 6 months later another gentleman came to our door and asked what we knew about the property next to us. He had just bought several acres including that one and was surprised to find a house on it! They were squatters! He put a house on the property, which is violation of the law to begin with, but he failed to have the proper paperwork for the home and is now causing problems in the selling process of the home and property. Potential buyers will have to sort out a variety of legal issues first.

A corner house in our neighborhood had a family renting it. Again a Mexican family that didn’t speak much English, but seemed nice enough. Their son (about 10 years old) used to come over to play at our house with my son. He was apparently not used to a woman telling him what to do, so he wasn’t always pleased when I told him not to do something. My son played at their house once as well. One day he jumped our fence with a pellet gun to play with my son and was threatening to shoot at our dogs! That was it, he was no longer allowed on our property. As I lead him out the gate, he said he was sorry. I tried to explain to him that you can’t jump over peoples’ fences either. After that when I saw him at his bus stop he would cuss as I drove by and flip me off. Several months later there were several cop cars at their home because there were several drunken men shooting guns in the air! The officers were aware they were illegals, but our sheriff at the time refused to do much about it. They would get deported here and there, but would be back within a couple of weeks. A red suburban would be gone for about a week and return with approx 8 people who would stay for about a week and leave. Many neighbors reported the activity with not much done. Eventually to get away from authorities, they moved, a block away.

Living in America is a Privilege, NOT a right.
